Obama said that business owners didn't become successful on their own. In his speech, he made it seem like they did nothing to account for their successes. Thus, the new intertnet "meme" says he basically built it for them and that they are not at all responsible for their own success--i.e. the government did everything. Therefore, in the picture of the child building her own legos, President Obama is saying that the child didn't build it and inferring the government did.
